No on two counts.
1. I am making the case that consciousness is an overloaded term. There are at least two aspects to it - an ever changing personal experiencer, and a substrate non-personal awareness. The ever-changing experiencer is an image built by conditioning and within the realm of programming. The substrate awareness is primal and non-programmable.
2. Even the experiencer aspect is not trivial. Current Gen AI systems are not even close to capturing any state information or even understanding. But it seems theoretically possible with the right breakthroughs in machine learning.
